On June 27, 2015, the State Council officially approved the establishment of the Nanjing Jiangbei New Area, which is China's 13th and Jiangsu province's only national new area. Jiangbei New Area is located to the north of the Yangtze River in Nanjing. With a total area of about 2451 square kilometers and a planning area of 788 square kilometers, Jiangbei New Area covers Pukou District, Luhe District, and Baguazhou sub-district of Qixia District. It encompasses a group of industrial parks such as Nanjing New & High-Tech Industry Development Zone, Nanjing Cross-Strait Technology Industry Park, Nanjing Chemical Industry Park, Pukou Economic Development Zone, Luhe Economic Development Zone, and the two ports of Xiba and Qiba on the Yangtze River.
Jiangbei New Area is situated at the intersection of the Yangtze River Economic Belt and the eastern coastal economic zone, linking core areas of the Yangtze River Delta Megalopolis in the east and the Wanjiang City Belt (consisting of nine cities along the Yangtze River in Anhui province) and other cities along the middle reaches of the Yangtze River in the west. The golden waterway of the Yangtze River and the Beijing-Shanghai Railway both go through Jiangbei New Area. The area positively and strongly impacts the economic development of the middle and upper reaches of the Yangtze River. Convenient transportationIt takes 10 minutes to enter an arterial expressway network from Jiangbei New Area, 20 minutes to arrive at Nanjing South Railway Station, the largest railway hub in Asia in terms of gross floor area, 30 minutes to arrive at Lukou International Airport, one hour to each city in the Nanjing Metropolitan Region, and two hours to a central city in the Yangtze River Delta. Metro lines 3, 10, and S8 (phase I) have opened. Construction planning for phase I of metro line 11, phase II of metro line 4, and the south extension of metro line S8 have been started. The traffic mileage of metro lines in Jiangbei New Area will reach 220 km. A total of 21 pathways crossing the Yangtze River have been planned, one every two kilometers. Nine pathways have been built and put into use, including five bridges, two tunnels, and two metro lines.
With a development orientation that centers on being a "leading self-innovation zone, new urbanization demonstration zone, modern industrial cluster in the Yangtze River Delta Area, and important platform for opening-up cooperation in the Yangtze River Economic Zone", the new district has set up a "4+2"-oriented modern industrial system that includes intelligent manufacturing, life and health, new materials, high-end equipment, modern logistics, and science and technology services. The focus is on establishing three industrial clusters with 100 billion output: integrated circuits, life and health, and new energy vehicles.
During the 13th Five Year Plan period, Jiangbei New District will adhere to the principles of innovation, city-industry integration, people oriented, ecology first, and regional collaboration to strive hard to construct Nanjing Jiangbei New District as a national new district with more influence, stronger industrial competitiveness, and more ecological and humanistic charm. During this period, the average annual growth rate of the gross regional production of Jiangbei New District will try to exceed the whole city of Nanjing by more than 5%. By 2020, the regional major infrastructure framework will be basically completed, the entrepreneurship and innovation system will have gradually matured, the urbanization will be significantly developed, and significant progress will have been made in the modernization of the regional governance system and capability, thus comprehensively carrying out the construction of the new district. The high-tech industry will account for more than 55% of the scalable industrial output value, and the whole society R&D input will account for 3.1% of the GDP. The adjustment and optimization of the industrial layout will be constantly deepened, and the average annual growth rate of strategic emerging industries will be about 20%. As the industrial structure is further optimized, the structural ratio of the primary, secondary, and tertiary industries will be 3:55:42. The industry transformation and upgrade will achieve initial success. The urbanization rate of permanent residents in the new district will increase to 80%. Energy conservation and emissions reduction will see remarkable achievements. The energy consumption per RMB 10,000 GDP will decrease by 25%, water consumption per RMB 10,000 GDP will decrease by 50%, and the green coverage rate of built-up areas will increase to 45%, which are all higher than the requirements for modern demonstration areas constructed in southern Jiangsu province. The strategies such as river-ocean transportation and railway-river transportation, and comprehensive open platforms connecting China and other countries will gradually manifest their functions. The collaboration and cooperation between the new district and regions in the upper and middle reaches of the Yangtze River such as the Yangtze River Delta city group, city group in the Middle Reaches of the Yangtze River, and Wanjiang city belt are constantly being promoted.
