Smart Grid

1. Development Status
The smart grid industry is one of the strategic emerging industries that were mainly developed during the 12th Five-Year Plan period. In 2015, the smart grid industry achieved the main business income of RMB 100.2 billion, exceeding RMB 100 billion for the first time, with a year-on-year growth of 14.9%. It ranked No.1 in Jiangsu province. The smart grid industry firmly ranks No.1 in China in terms of security, stability, and control of large power grids, grid dispatching automation, substation protection and automation, distribution automation (DA) systems (master station), power consumption information collection systems (master station), and relay protection. Currently, the Smart Grid Industrial Park in Jiangning Economic and Technological Development Zone is Nanjing's main vehicle for developing the smart grid industry. In 2016, the output of the Smart Grid Industrial Park was RMB 82.3 billion.

2. Development Advantages
(1) Industrial clusters have brought significant development advantages.
Currently, Nanjing’s smart grid industry has developed and brought in more than 270 related enterprises such as ABB, NARI Group, NR Electric, Guodian Nanjing Automation Co., Ltd., Siemens Power Automation Ltd., Daqo Group, and China Electric Equipment Group. Among the enterprises, 160 are above-scale enterprises, about 50 are high-tech enterprises, and more than 60 have sales revenue of RMB 100 million. As the core district for developing Nanjing’s smart grid industry, Jiangning District has gathered more than 70% of the smart grid enterprises and become an agglomeration of secondary equipment enterprises and high-end primary equipment enterprises in terms of security and stability of large power grids, smart grid dispatching systems, power system relay protection, complete high-voltage equipment, complete medium- and low-voltage equipment, and power generation equipment.

(2) Key technological breakthroughs have improved core competitive edges.
Centering on key projects, integrate all kinds of innovative industrial elements, and make breakthroughs in core technologies to develop high-end cutting-edge technologies with independent intellectual property rights. Currently, NR Electric has made great breakthroughs in flexible AC and DC transmission technology. The world’s first five-terminal flexible DC transmission system, first Chinese-made 300 MW pump storage group static frequency converter (SFC), and first Chinese-made 450 MW large load commutated inverter (LCI) have been successfully put into operation. NARI Group has been a pioneer in China in efficient connections and coordination control of distributed power supplies on the distribution network and has taken the lead worldwide in resolving coordination and comprehensive control issues over new energy power stations. Guodian Nanjing Automation Co., Ltd. has developed internationally cutting-edge PDS782U online power quality monitoring equipment and the PDS5100 online power quality monitoring system.

(3) Industrial support from talent agglomeration
Nanjing has brought in and cultivated a number of entrepreneurial and innovation leaders for the smart grid industry. With a national talent base in Jiangning Smart Grid Industrial Park, Nanjing is making an all-out effort to build a full-chain, all-around talent service system. By the end of 2016, smart grid talent accounted for 12% of the total talent brought in by Jiangning District. Among the smart grid talent, seven are under the national "Thousand Talent Program" and are engaged in the research on new energy power generation, energy management, the smart grid equipment system, and grid monitoring. There are four Jiangsu "Science and Technology Entrepreneurs", 15 people under the "Program for High-Level Entrepreneurial and Innovative Talent Introduction" of Jiangsu province, 32 people under the "Nanjing 321 Talent Program", and 5 people under the "Entrepreneurship in Nanjing" program. In addition, three enterprises have been shortlisted for Nanjing's Program for High-Level Talent Team Introduction.

3. Development Goals and Priorities
(1) Development Goals
During the 13th Five-Year Plan period, Nanjing plans to achieve the main business income of RMB 165 billion by 2020. It will completely establish a secure, reliable, firm smart grid with open and compatible systems, friendly interactive services, efficient cost-saving operations, and clean and environmentally friendly electric energy. The city will also effectively implement a clean replacement and electricity replacement ("two-replacement") strategy, meet diversified power needs, drive development of related strategic emerging industries, and form an internationally competitive smart grid equipment system, to promote sustainable development of the urban economy.

Nanjing will make breakthroughs and promote the use of technologies such as security, stability, and control of super-large grids in the dispatching link as well as AC and DC wide-area coordination control. Moreover, Nanjing will improve the development level of high-end secondary equipment in the distribution link and accelerate development of large-capacity storage in the power generation link and microgrid connections in the power consumption link.

(2) Development Priorities
Focus on developing network monitoring systems, control systems, and security maintenance equipment, smart substations and electric equipment, extra-high voltage (EHV) and DC transmission equipment, special transformers, and online monitoring and diagnosis equipment for primary devices. Support the R&D of grid-connected technologies for renewable and new energy sources, efficient power storage devices, and energy supply systems for electric vehicles.

4. Supportive Policies
(1) No.20 document (2017), Nanjing Municipal Implementation Opinions on Promoting Smart Grid Development issued by Nanjing Municipal People's Government: Thoroughly implement and promote energy production and consumption reform and strategic deployment for constructing an ecological civilization. Meet requirements for energy conservation, emissions reduction, and environmental protection, and strengthen overall planning and coordination. Promote the use of new technologies, equipment, and materials, comprehensively improve the intelligence level of the electric power system, and achieve complete development and consumption of clean energy. Build an open, friendly, comprehensive service platform and achieve sustainable development of the electric power industry to provide a firm guarantee for building a modern model region in Southern Jiangsu and a smart city.

(2) No.308 document (2011), Several Policies and Opinions of Nanjing Jiangning District on Promoting Development of the Smart Grid Industry issued by Jiangning District Government: Further accelerate development of the smart grid industry in Jiangning District and fully use financial funds to guide and encourage the smart grid industry to grow bigger, better, and stronger.
