1. Development Status
After more than 60 years' development, Nanjing's automobile industry has established a complete industrial system and become one of Nanjing's four pillar industries, forming a characteristic industrial pattern with "one belt and three bases."
Nanjing is a city that promotes and applies new energy automobiles (NEAs). In line with national and provincial plans for developing the NEA industry, Nanjing's NEA industry has developed a number of NEA and parts manufacturing enterprises and cultivated a number of its own brands of NEA products. The industry also endeavors to develop and manufacture new energy buses and passenger vehicles. Nanjing will give full play to its existing advantages in the automobile industry, intensify R&D of key NEA technology, and focus on breakthroughs in the three core technologies of automotive batteries, drive motors, and electronic control systems. Moreover, the industry will accelerate the R&D and manufacturing of electromotive air conditioners, electric power steering, and electric brakes. It will also focus on building Nanjing Lishui New Energy Vehicle Industrial Park and Nanjing Pukou New Energy Commercial Vehicle Industrial Park.
After many years' rapid development, Nanjing's NEA production has begun to take shape. In 2015, Nanjing produced a total of 12,035 new energy commercial vehicles, accounting for 8.1% of the national production capacity (national capacity of new energy all-electric commercial vehicles: 147,900). It produced 10,694 new energy all-electric buses, ranking No.2 in China, and achieved a total industrial output of RMB 9 billion, with growth of 309%. In 2016, Nanjing Lishui New Energy Vehicle Industrial Park produced 10,396 large new energy buses, accounting for one eighth of the national production capacity. All industrial parks developed their advantages and attracted more investment to improve the development level of the NEA industry. In April 2016, NIO and Nanjing Municipal People's Government signed a strategic cooperation agreement. Then, a high-performance motor and electronic control system production base with a total investment of RMB 3 billion settled in Nanjing Economic and Technological Development Zone. At the end of 2016, the Bordrin new energy automobile project with a total investment of over 10 billion settled in Jiangbei New Area. The LG NEA battery electrode production line, LG Electronics NEA parts, FMC high-end smart electric automobile R&D and manufacturing base, and Innova Institute of New Energy have been set up in Nanjing. In 2017, 32 major projects related to the automobile industry, including five NEA industrial projects (such as Nanjing Golden Dragon, Nanjing Longrui Kechuang, and Nanjing BSL) with a total investment of RMB 5.4 billion will kick off in Lishui.
2. Development Advantages
(1) Industrial Foundations Nanjing's automobile manufacturing history dates back to the 1950s. After more than 60 years' development, Nanjing has seven entire vehicle manufacturing enterprises and 16 special purpose vehicle and bus manufacturing enterprises. It boasts complete entire-vehicle product lines with heavy-duty vehicle, medium-duty vehicle, light-duty vehicle, sedan, micro-car, and special purpose vehicle series. Nanjing has about 250 automobile parts enterprises with complete automobile parts series such as vehicle bodies, axles, transmissions, brakes, steering, electronic and electrical products, nonmetallic parts, and semi-finished product pieces. Moreover, there is a characteristic automobile service industry.
(2) Scientific Research Innovation Nanjing boasts numerous Chinese first-class scientific research institutes and colleges and universities. Its major entire-vehicle manufacturing enterprises, special purpose vehicle and bus enterprises, and parts enterprises have set up technology development centers with extensive high-level sci-tech talent resources. One of the centers, NAC Automotive Engineering Institute, is a national technical center. Nanjing has a robust foundation for developing entire vehicles, important automobile assemblies, and automotive electronic products.
(3) Industrial Clusters Nanjing has industrial chain advantages for developing the automobile industry. Upstream enterprises have advantages in the electronics, steel, petrochemical, and rubber and plastics industries. The electronic software industry, especially, has ranked top in China. Downstream enterprises have solid foundations for developing automobile distribution, insurance, accessories, maintenance, auto detailing, and car culture. Entire-vehicle manufacturing enterprises include Nanjing MG, NAVECO, Nanjing Changan Ford Mazda Automobile Co., Ltd., SAIC Volkswagen Automobile Co., Ltd. Nanjing Branch, Nanjing XCMG Automobile Manufacturing Co., Ltd., BYD, and Nanjing Bordrin New Energy Vehicle Co., Ltd. As for automobile design and parts manufacturing, especially new energy automobiles, there are hundreds of Chinese and foreign automobile design and parts companies in Nanjing, for example, NIO and LG Electronics new energy automobile parts project.
3. Development Goals and Priorities
In accordance with the Nanjing Implementation Plan (2015-2017) for Made in China 2025 and Nanjing's 13th Five-Year Plan of Industry and Information Technology, the new energy automobile industry will focus on industrializing all-electric vehicles and plug-in hybrid electric vehicles (PHEVs) and popularizing non-plug-in hybrid electric vehicles. It will develop all-electric and hybrid new energy passenger vehicles and focus on breakthroughs in core technologies for key parts such as drive motors, electronic control systems, automotive batteries, electric accessories (such as electric air conditioning, steering, and brakes), and charging and swapping equipment. Moreover, the industry will set up regional test centers for new energy automobiles and actively guide passenger vehicle manufacturing enterprises to promote the R&D and manufacturing of new energy passenger vehicles.

5. Primary Vehicles
According to the industrial development layout optimization requirements in the Outline of the 13th Five-Year Plan for National Economic and Social Development in Nanjing, Lishui Economic Development Zone will focus on developing the new energy automobile industry.
