New Materials

1. Development Status
As one of Nanjing’s seven major strategic emerging industries (SEIs), the new materials industry mainly serves other SEIs and is also the basis and pilot for development of other emerging industries. The application of new materials is centered on emerging industries, including energy conservation and eco-friendly materials, electronic information, biological materials, high-end equipment, new energy, and automotive materials.


In recent years, Nanjing's new materials industry has grown rapidly and become stronger on the solid industrial basis. As of 2016, the industry output was RMB 168.9 billion. Nanjing has more than 230 new materials enterprises, with their products covering 14 of the 19 major new material products in key fields of the "Made in China 2025" initiative.


A number of scalable enterprises with significantly increased capacity for innovation are growing rapidly. The new materials industry is focused on new metal materials and advanced organic polymer materials, specializing in electronic information materials, membrane materials, and new building materials.


2. Development Advantages
In recent years, the overall equipment level of Nanjing's new materials industry has greatly improved. The technical equipment level of some key enterprises has even reached the international cutting-edge level. Nanjing Yunhai Special Metals Co., Ltd. has brought in internationally cutting-edge modern production lines with environmentally friendly and energy-saving vertical retort-based magnesium and strontium smelting production lines as well as high-performance aluminum alloy rod production lines. Hongbaoli Group's supercritical synthesis and production technology with independent intellectual property rights has been granted a national invention patent. After the completion of the isopropanolamine industrialization project with an annual yield of 50,000 tons, Nanjing will become an industrial base ranking No.1 in Asia and No.3 in the world.


Nanjing's new materials products are more comprehensive with its advantages in the traditional chemical and metallurgical industries. Now, Nanjing's new materials industry is focused on new metal materials and advanced organic polymer materials, specializing in electronic information materials, membrane materials, and new building materials.


3. Development Goals and Priorities
Nanjing's 13th Five-Year Plan of Industry and Information Technology
Endeavor to achieve sales revenue of RMB 200 billion from Nanjing's new materials industry by 2020. Develop two enterprises (groups) with respective sales revenue of more than RMB 10 billion and 30 enterprises (groups) with respective sales revenue of more than RMB one billion. Form a number of enterprises and industrial clusters that have distinctive features and influence at home and abroad in the fields of advanced basic materials, key strategic materials, and cutting-edge new materials.


Major projects include Nanjing Julong Science and Technology Company Limited's R&D and industrialization project of automotive lightweight high-performance composite materials with an annual yield of 50,000 tons; Zhongtang Electronic Technology (Nanjing) Co., Ltd.’s new semiconductor R&D, packaging, testing, and operational headquarters project; Sobute New Materials Co., Ltd.'s building and concrete-based specialty engineering materials production line construction project and high-performance additive construction project.


4. Supportive Policies
Opinions on Accelerating Transformation and Development of Nanjing Chemical Industry Park and Nanjing Implementation Plan (2015-2017) for Made in China 2025: Promote close integration of technology and finance and accelerate the establishment of a sci-tech financial services platform. Expand the scale of angel investment guide funds, intensify investment in innovative achievements in seed and start-up stages, and encourage social capital to increase its investment. Focus on developing cutting-edge new materials including new chemical materials, new optoelectronic information materials, special metal and metal-matrix composite materials, specialty fiber composite materials, and new inorganic nonmetallic materials. Accelerate R&D of key technologies and equipment for new materials preparation, such as advanced smelting, solidification molding, vapor deposition, profile processing, and efficient synthesis.


In recent years, Nanjing has issued relevant guiding policies such as the Nanjing Municipal Action Plan for Promoting Sci-Tech Innovation, Industrial Transformation, and Development of Innovative Economy and Nanjing Implementation Plan (2015-2017) for Made in China 2025.
