Currently, Nanjing's rail transit industry has ranked No.1 overall in China, and rail transit enterprises have the foundation for forming a complete rail transit industrial chain. Nanjing has cultivated a number of leading backbone enterprises with a certain industrial scale and great competitive edges, from investment and financing, engineering design, vehicle systems, power supply systems, communications/signal/integrated automation, ticket selling and fare collection systems, fire-safe air conditioners, water supply and drainage equipment to operational consultation and information integration. Such enterprises include CRRC Nanjing Puzhen Co., Ltd., the 14th Research Institute of CETC, Kangni Mechanical & Electrical, Huashi Electronics, Panda Electronics Group, NARI-TECH, Guodian Nanjing Automation Co., Ltd., Nanjing Fire Protection Technology Co., Ltd., TICA, Wuzhou Refrigeration, and Nanjing Lanshen Pump Co., Ltd.
In 2016, Nanjing's rail transit industry achieved sales revenue of RMB 55.6 billion, with a year-on-year growth of 10.2%, maintaining the momentum of rapid development. It is estimated that the sales revenue will be RMB 59.5 billion in 2017.
2. Development Advantages
(1) Complete rail transit industrial chain Nanjing has developed a number of leading backbone enterprises with a certain industrial scale and great competitive edges. CRRC Nanjing Puzhen Co., Ltd. emphasizes independent innovation and has moved forward in the main railway, subway, and streetcar markets. It has been included in the industrial "10 Billion Club", been a new provincial key enterprise with a scale of RMB 10 billion, and officially become a member of the "high-speed railway club." Nanjing Kangni Mechanical & Electrical Co., Ltd.'s railway vehicle doors have completely replaced imported ones. Moreover, the company has successfully developed safety doors and protective doors for high-speed trains. The company's scale will reach RMB 2 billion. CEC Panda's ticket selling, fare collection, and fare clearing systems have been widely used on many cities' networks. Nanjing TYCHO's online detection equipment for rail transit vehicles has become the standard maintenance, detection, and security equipment for the National Railway Administration and all railway administrations. Moreover, the company's products have entered the North American railway market.

Its rich cultural background has helped develop technical competence of key enterprises in the rail transit industry. Enterprises such as the 14th Research Institute of CETC, CRRC Nanjing Puzhen Co., Ltd., Kangni, Huashi, NARI, and Guodian Nanjing Automation Co., Ltd. are originally state-owned enterprises with enormous technical capabilities and R&D competence. Their core technologies dominate industrial development. Backbone rail transit enterprises in Nanjing's rail transit industrial cluster have gradually taken the lead in developing some cutting-edge technologies for the industry.
3. Development Goals and Priorities
The Nanjing's 13th Five-Year Plan of Industry and Information Technology says that the scale of the rail transit industry will exceed RMB 70 billion by 2020. Nanjing's rail transit industry will make breakthroughs in core technologies such as braking, networks, bogies, and system integration. It will complete the CRH6 technology transfer project and achieve complete independent production of inter-city Multiple Units (MUs) at a speed of 200 km/h. The industry will enable whole line operation of independent ATP, ATO, and interlocking systems in China, achieve complete localization of the online monitoring system for rolling stock security, enable standard configurations for the entire rail network, and implement industrial standards.
During the 13th Five-Year Plan period, the industry will organize a number of major investment projects based on the development goals. Based on the establishment of CRH series platforms, CRRC Nanjing Puzhen Co., Ltd. will make breakthroughs in braking, bogie, and network technologies and smoothly complete mass production of high-speed class trains. Depending on safety door system technologies and complete localization of products, Nanjing Kangni Mechanical & Electrical Co., Ltd. will make breakthroughs in safety door technologies for 300 km/h or faster trains and achieve a complete range of products. Based on the whole line running of ATP, ATO, and completely Chinese-made signal systems, Nriet will achieve breakthroughs in integrated networking technologies for signal systems, with the corporate scale reaching RMB 1 billion. Relying on big data and cloud technology platforms and applications, Nanjing TYCHO will make breakthroughs in professional online detection data platform technologies for rail transit vehicles, achieve data sharing of the entire network and all railway administrations, and promote its core technologies to go global.
4. Supportive Policies
Nanjing’s preferential policies for the first (set of) major equipment and key components: For key technology innovation projects or the R&D of the first (set of) product that can replace imported ones, a maximum one-time subsidy of RMB 5 million will be provided.
Notice on Adjusting Import Taxation Policies on Major Technical Equipment: Key spare parts and raw materials that domestic enterprises must import for producing the major technical equipment and products supported by the state shall be exempt from the import tariff and VAT at the stage of importation.
Financial support is provided, such as special funds for guiding the development of Nanjing's emerging industries and investment funds for the advanced manufacturing industry.
