1. Development Status
As one of Nanjing’s key strategic emerging industries, the aerospace industry has developed rapidly. In 2015, the main business income from civil aviation business of Nanjing's aerospace industry was about RMB 780 million. Civil aviation radar and air traffic control (ATC) automation systems are being developed rapidly. Currently, Nanjing's aerospace manufacturing industry mainly involves airborne equipment such as aircraft engine accessories, aviation hydraulic products, aviation accessories, aircraft radar and avionic devices, aeronautical instruments, and the R&D and production of aerospace composite materials. Backbone enterprises and scientific research institutes in the aerospace industry include Jincheng Corporation, Aerosun Corporation, Nanjing University of Aeronautics and Astronautics (NUAA), the 14th Research Institute, 28th Research Institute, and 55th Research Institute of CETC. The industry has become a key supporting industry for commercial aircraft manufacturing in fields such as air, hydraulic, fuel oil, air traffic control (ATC), aviation control, satellite positioning, and electronic equipment.


2. Development Advantages
(1) Talent Advantages
Nanjing University of Aeronautics and Astronautics (NUAA) is one of China’s three key aviation universities. Precision machinery manufacturing-related majors of Nanjing University, Southeast University, and Nanjing University of Science and Technology have outstanding professional competence. The universities have trained a number of excellent aerospace professionals and provided aviation professionals for technology parks. Resources of universities such as NUAA can be fully used to promote the construction of university technology parks and the industry-university-research cooperation, drive the commercialization of scientific research achievements, and improve the development level of the aerospace industry in Airport Economic Zone.


(2) Industrial Clusters
As the main platform for Nanjing's aerospace manufacturing industry, the Airport Economic Zone boasts business groups of Aviation Industry Corporation of China (AVIC) and C919 large aircraft supporting facilities and has laid industrial foundations in aerospace power, electromechanical equipment, airborne equipment, general aviation equipment, and aviation auxiliary materials. Moreover, Nanjing Lukou International Airport’s strengths facilitate aeronautics logistics, maintenance, training projects, and base aeronautics companies to reside in the zone. Central aerospace enterprises (for example, AVIC) have set up many projects in Nanjing, such as Jincheng Corporation, Nanjing Electromechanical Hydraulic Engineering Research Center, Aerosun Corporation, and North Electro-Optic Co., Ltd. Nanjing has both the talent and the industrial foundation, and is well qualified to develop the aerospace industry.


3. Development Goals and Priorities
(1) Development Goals
By 2020, the civil aviation industry will achieve sales revenue of RMB 2 billion. It will form an industrial system backed up by high-end R&D, centered on advanced manufacturing, led by a headquarters economy, and supported by application of general aviation technology and services. The industry intends to build a national light-duty aerospace power industry base and be China's main R&D and manufacturing base for civil aviation airborne electromechanical systems. It will also cultivate an internationally competitive aircraft systems integration provider.


(2) Development Priorities
Relying on Nanjing Lukou International Airport and orienting itself to the market, Nanjing will endeavor to develop a core aerospace industry, improve the industrial scale and agglomeration, and enhance its industrial resource allocation capability. Nanjing will integrate resources of the aeronautical equipment manufacturing industry, strengthen openness and cooperation, lead Chinese and overseas aerospace manufacturing industries to the economic zone, and improve the integrated industrial chain covering R&D, design, processing, manufacturing, and assembly. The city will also promote the launch and construction of large projects such as light-duty power, electromechanical technologies, and large aircraft facilities dominated by AVIC and Commercial Aircraft Corporation of China, Ltd. (COMAC). Moreover, Nanjing will accelerate development of general aviation research and manufacturing and the general aviation service industry, forming a nationwide world-oriented aerospace industry base in China.

4. Supportive Policies
For projects that comply with the development direction of the aerospace industry, support of 10%-30% of the enterprises' investment will be provided, to a maximum of RMB 10 million. Major projects will be decided on a case-by-case basis.
