located in Jiangbei New Town of Nanjing and established in 1991 under the approval of the State Council, it is currently designed to cover an area of 160 square kilometers with a focus on “Nanjing Software Park” and “Nanjing Bio-Pharmaceutical Valley”. It has been successively awarded such titles as the Export Base of China for Hi-tech Products and the Pilot Zone of China for Service Outsourcing Base Cities, and selected by the United Nations Global Compact and the United Nations Environment Programme as the Best Investment Destination for Multinational Corporations.
It is now planning to accelerate the construction of the 2-square-kilometer promoter area within the west part of the Software Industrial Park as well as the Zijin Special Community for (Hi-tech) Entrepreneurships; to speed up building the 3-square-kilometer R&D area in the Bio-medical Valley while booting the 7-square-kilometer project of industry-oriented auxiliary infrastructure; and to upgrade the existing facilities in the 5-square-kilometer completed part of the Software Industrial Park, so as to build an industry carrier of "one park with two areas and a valley". The Development Zone is featured by building clusters and sub-parks for outstanding industries. The Nanjing Software Industrial Park: mainly supports the electric power automation and transportation informatization business cluster represented by Naritech and Guodian Nanjing Automation, the e-commerce business cluster represented by Lianchuang and Focus Technology and the creative business cluster represented by ShandaGames and HTExpo; and aims to form a cluster of more than 20 leading players in the software industry, each of which posts an annual output value of over RMB100 million during the next 2 or 3 years. Nanjing Bio-medical Valley: focuses on four industries including new drug R&D, biochemical engineering, medical equipment and instruments and medical R&D outsourcing; and aims to build itself into a national bio-medical industrial base featured by new drug R&D capabilities and highly centralized businesses, which can represent the level of China's bio-medical technology through faster construction of the Nanjing University Bio-medical Innovation Center, the Nanjing University of Technology Bio-medical Innovation Center and the National Compound Library. Beidou Industrial Park: assured to fully open in 2012, plans to finish the construction of the Beidou Testing Center and to start the 100-thousand-square-meter Stage II project; concentrates on the introduction of authoritative testing, examination and identification institutions for key resources within the industrial chain and accelerates the construction of the Beidou Testing Center, so as to integrate the industrial chain and promote business centralization.
The Development Zone will try to leap into the leading group of China's hi-tech zones by 2015 and make itself really the core of the South Jiangsu pilot area for self-dependent innovation, a guide for Nanjing's innovation-driven development and the primary driver for the economy of the Jiangbei area. By the end of the 12th five-year period, it will seek to bring its GDP up to RMB60 billion which implies an increase to 6% of Nanjing's total GDP from 2.6% by the end of 2010, and to realize a local general budget revenue of RMB6 billion which means an increase to 6% of Nanjing's general budget revenue from 2.7% by the end of 2010.
So far, there are more than 2,200 corporations registered within the Zone where 320 are foreign-funded and 81 are hi-tech ones.
